Two-Level Structure for Mobile Phone Network With the Approach to Support Multi-Operators

Abstract

In this paper we describe two-level structure for mobile phone's network aiming to deployment of next generation of cellular networks. After fourth-generation of mobile communication we will be facing the 5G soon. In Next Generation of Mobile Communication(NGMC), we expect two concepts: "seamless connection" in "heterogeneous network". Thus we offer two-level operators that can support those concepts with minimal implementation and cost of change in comparison to the current situation. The important features of our proposed structure are cooperative Radio Resource Management (RRM), regarding user's favorites that cause to increase of user's satisfaction in using the various services of different operators according to location, time, type, function and cost. This proposed structure also support earlier generation of cellular networks.
